General information

- Geographic location: The area is bounded by the Southeast economic zone to the North, by Cambodia to the West, Gulf of Thailand to the south, and by South China Sea to the East.

- Area: over 40,000 km2.

- Topographic features: The region has features of plain with many rivers and channels.

- Administrative units: Include 13 provinces of Long An, Tiền Giang, Hậu Giang, Đồng Tháp, Vĩnh Long, Trà Vinh, Cần Thơ, Sóc Trăng, Bến Tre, An Giang, Kiên Giang, Bạc Liêu and Cà Mau.

- Population: approx. 18,000,000

Regional advantages

- Location advantages: The region is situated in an active economic development areas of the country, next to the national southern key economic area and Southeast Asia countries of Thailand, Singapore, Malaysia, Philippine, Indonesia etc. It is an important active economic development area with important markets and investment counterparts. There are important roadway and airway system connecting the area with southern, eastern part of Asia, Australia, and Asia Pacific islands. This location makes it convenient for the region in development and international cooperation.

- Mineral resources: There are various mineral resources in the Mekong Delta with great offshore oil & gases potentiality in South China Sea and Gulf of Thailand such as Cửu Long, South Côn Sơn, Thổ Chu - Mã Lai semimetal basins. There are 130 - 440 million tons of limestone, 450 million m3 of Granite and Andesit, 40 million m3 of clays for pottery and building materials, 10 million m3/year of gravel and sand, 370 million tons of peat (300 million tons in U Minh). There are mineral water sources in Long An, Tiền Giang, Vĩnh Long, Sóc Trăng, Minh Hải.

- Soil land advantages: Mekong Delta is one of the largest and most fertile river delta of the Southeast Asia and the world. It is the national biggest agriculture area with rice, aquaculture, and fruit products. Mekong Delta has total area of 3.96 million hectares, 2.60 million hectares (65%) are for agriculture development; 50% of agriculture lands are for cultivation and 90% cultivation land are for rice production.

- Sea economic advantage: Mekong Delta has 700 km coastal line and 360,000 km2 of sea territory in South China Sea and Thailand Gulf. It is really convenient for offshore economic development.

- Human resource advantages: Mekong Delta population is the largest in the country, accounting for 22% of the national population. Its labour force was approx. 9.7 million (2000) and going to be 12 million (2010), accounting for 22.3% of the national one (that of Red river delta account for 20% of the national one).

- Current economic situation

- Economic growth rate: In recent years, the region has obtained high annual economic growth rate of 11.5%. Over the past ten years, the annual income per capital has continuously increased from 8 million VND to 12 million VND .

- Economic structure has been changed in a positive way. In the period of 1995-2005, the contribution of agriculture reduced from 61.8% to 45.9%; industry and construction increased from 11.7% to 23%; service increased from 21.3% to 31% (in 2005).

Development plan up to the year 2010

- Several objectives to the year 2010:

Speed up economic development to reach the annual GDP growth rate of 15.5% in period 2001 – 2010; to the year 2010, GDP per capital will increase to 3.54 times higher than that of 1994. The GDP contributions of sectors are planned for 2010 that Agriculture, forestry, fishery will account for 21.2%; Industry and construction account for 34.1%; Service account for 44.7%.

- Sectors’ development plans:

- Industry: It is planned to reach the annual growth rate of 13.9% for the period of 2001-2010 with focus on food processing industry. The food processing industry will account for 60 - 65% of the Industry sector’s contribution value. Contribution of garment, textile, shoes and leather, mechanic engineering will be increased. Development of metal processing, electronics, mechanic, chemistry, wood processing etc. will be encouraged.

- Agriculture - Fishery:

Agriculture: In the direction of diversifying the agriculture production to supply nationally, the production and agriculture structure is changing. To the year 2010, the cultivation product is reduced from 79% (2000) to 62%; husbandry production is increased from 21% (2000) to 37.2%. The agriculture area will be increased to 2.9 million hectares in 2010 with annual crops 78% area and long-term crops in 22% area. Encourage husbandry, increase number of pigs 6 - 8% annually and increase the husbandry contribution to 35 - 40% of agriculture production.

Fishery: It is planned to make fishery become an important economic sector, accounting 50% of the national seafood export value; Focus on capacity building for offshore economic development, gradually increase offshore fishery, encourage aquaculture to have one million tons of seafood in 2010.

Services: It is planned to reach annual economic growth rate of 18 - 20% in period of 1995 – 2010; Make trading become key sector in the region’s economic development; Develop system of trading centers, supermarkets, and create favourable conditions for trading; Set up a regional trading center in Cần Thơ city, several inter-region trading centers of various scales and local trading centers in the industrial and residential areas.
